The Houston area is a large, spread-out region with centuries of history. Six Flags and all of that. Once upon a time, there were a number of Garou septs in the area, both of the tribes of the Pure Ones, and those of the Wyrmbringers, including the Urrah.
But since Texas's first oil gusher in nearby Beaumont back in 1901, the oil booms have made the Wyrm strong here. The plentiful, bane-infested petroleum began to be used as fuel. The march of progress began muddying the air, clogging lungs, wilting trees, exploding workers, and blackening buildings.
The economy prospered as industry grew. Houston became one of the largest, richest cities in the nation. And the Wyrm wrapped it self around the largest glass buildings in the new downtown of the metropolis. In so doing, the Wyrm managed to push out the Garou with its new-found strength.
Caerns fell. Septs shattered. Only one remains: the Forest Caern, the home of the last refugees of the Garou Nation in the region. Having once gathered together beneath the heart of downtown, in the very shadow of Endron Tower, the last Sept guarding the last Caern is now out in the forests of Kingwood. Every tribe packed in one place, getting along, getting by, and waiting for a chance to turn things around.
They don't have much help, either. The Ratkin have their own problems, living among the greatest poverty in Houston, along the canal so polluted it gives children leukemia. The Corax are not fighters. The Bastet are elusive. And the other breeds are so rare, do they even exist?

Baseline Restrictions
All characters must be age 18+ or the equivalent for non-homid shifters. Characters that give the impression they're not, will be removed from the grid. Kinfolk must be homid. No exceptions. No Hengeyokai. Kinfolk who are also affiliated with another supernatural sphere must take any supernatural powers there, not from Werewolf. For example, Mage-Kin should take Arete, not Gnosis.
Starting Experience and Renown
Shifters, being 18+, will be permitted to start with the minimum renown (player's choice when options exist) to be awarded the second Rank.
Starting XP for Shifters and Kinfolk are determined by age:
18-20: 0 XP 21-25: 25 XP 25-30: 50 XP 31+: 100 XP
Applications to Sept leadership, or Kinfolk Fellowship leadership will be accepted.

A (Garou) Kinfolk Fellowship is an association run by and for Kinfolk, allowing them to work together to various or specific ends, independent of Garou oversight.
The kinfolk of Resonant Fury have formed such a fellowship, the Nexus Guild. In traditional Garou culture, the kinfolk of various tribes have little reason or opportunity to interact with one another. They interact with their Garou. But this Sept is heavily mixed, and does not have the luxury of tribes keeping to themselves.
Thus the Guild was formed to allow kinfolk collaboration, with three main aims:
1. Provide a support network for Kinfolk who need help
2. Organize support roles for Kinfolk assisting Garou in fighting the Wyrm or defending the Caern
3. Teach Kinfolk how to function and thrive in Garou culture
